I recently bought several off ebay. A full skirt is one of the easiest things to buy off ebay, because only the waist and length measurements have to right.
I can second third? For whatever weird reason, this style skirt is not in standard stores right now. I completely struck out at the usual suspects: BR, Ann Taylor, Loft, etc. Mind you, there are plenty of used full skirts by these labels out there. I bought a few on asos and found them to be terrible quality and the pictures were nothing like the actual item, will not buy again. I found a few fabulous but less full, more A-line, but tight waisted for a similar effect wool vintage ones on etsy that earn me endless compliments.
I managed to find summer ones on sale last year at a Canadian store, Tristan, which unfortunately does not appear to have that style anymore. I too am saddened by the lack of good skirts in stores I know they're not the most high quality and their copy is ridiculous, but modcloth has a lot of skirts like that in plain colors.
I got their "essential elegance" ugh skirt in black, and it's actually very nice. It has double layers, so it's VERY full and rather warm. Overall it seems like good quality for the price. That "Essential Elegance" skirts is one of my favorite ones I've found online so far. I'm hoping to pick it up eventually, especially seeing that others seem to love it. Some of the nicer brands I think are Tahari , Theory, Tibi. Crew , and Club Monaco frequently have this style as well. I also found these styles poking around mass-market sites: You didn't give much information about your body type, but styles which have a yoke or sewn-down pleats at the top are most flattering to wider hips.

My absolute favorite is from Pendleton , which I highly recommend despite the fact that obviously you get the bad with the good. I just picked up another one originally from Talbot's , which is also good. Not trendy and you have to be careful with styling, but decent quality.
This season is a good season to buy these. Hm has some, and Zara has a few which look great in person. All of these are great and I'd wear them all. Crew has several full skirts on clearance right now, their accordion pleated one that is blue and white, and their green, photo printed one.
I have found most of my full skirts at second hand stores. You have to comb through tons of crap, but finding a high quality item is like winning a very small lottery. I am unfamiliar with the quality information, but I found a store called Dorothy Perkins that has some in the correct price range if you care to take a look.

They also have dress and cute tops that you could wear with a skirt. Try Kohls or Old Navy. Or maybe if you have a used teen clothing store nearby, they can sell some really cute skirts for a good price. Ok, probably Kohl's, Old Navy, or Forever Also, why do you have to wear a skirt??
